that would improve the people's quality of life, but he doesn't. With the amount of caps the Strip makes, he could reinvest some of that money into Freeside or other areas with building projects, security, etc. He's no different from the 'humanitarians' of this era he knowingly pushes a system that causes poverty and goes on to try to 'combat' it knowing full well that he's one of the reasons behind it, and that it'll continue to be a problem as long as he's enforcing and perpetuating it. Anything positive or 'humanitarian' he does just helps him maintain his power and appearance. He takes money from the Three Families even though he doesn't actually really do anything except preside over them with his securitrons.
He refuses to send aid to the Followers or really any groups that could help the people there, and he doesn't allow anyone into the Strip unless he or she has 2000 caps, which is quite a bit in the Fallout world if one isn't a merchant or doesn't own a business of some kind.
I think the evidence that he doesn't really care about anything outside of his business interests is evident in the way he treats the citizens of Freeside.
